What cities, CDCs and nonprofits ask

All questions
How are prevailing-wage requirements handled?

Tell us early if the project carries public funding or prevailing-wage requirements, so the estimate includes the required labor costs. Requirements vary by project and funding source, so confirm them for your specific job.

Is panelized construction code compliant?

Yes. MBS builds to the codes adopted where the building will stand. Before manufacturing, we confirm with the state or local authority which factory approvals and inspections closed panels need, and use approved third-party inspectors where they are permitted. Site permits and inspections still cover the foundation, installation and completion. In St. Louis, for example, the City inspects panels in our factory and again on site, and every connection stays open to view until interior finishes go on. Some states, Illinois among them, run their own factory-built programs with plan approval, third-party plant inspection and a state seal.

Will a lender treat this as a manufactured home?

No. Fannie Mae's Selling Guide (B2-3-02) says panelized housing "is not considered manufactured housing" and receives "the same treatment as site-built housing." The home must conform to local building codes and sit on a permanent foundation. MBS panels form a conventional wood-framed building with no chassis or HUD-code unit. Use the word panelized with your lender and appraiser, and ask your construction lender early how it funds factory-built components.

Is factory-built construction a proven approach?

Yes. Off-site construction has a long history in Germany, Sweden, Japan and the UK. In the U.S., a Department of Energy-commissioned study of 48 modular multifamily projects, summarized by the National Institute of Building Sciences, found them about 30% faster on average than comparable site-built projects. That is modular research, not an MBS claim. MBS was selected through the City of St. Louis Infill RFP, and our team can share relevant project references.

Can we tour the plant?

Yes. Tours run Monday through Friday at 921 N 20th Street in St. Louis. Plan on 60 minutes: about 30 on the floor and 30 for discussion. Bring your estimator, superintendent, foreman, construction manager or board members.
